LEDZOKUKU MUNICIPAL ASSEMBLY’S BY-LAWS FOR OPERATION CLEAN YOUR FRONTAGE

  1. Storage and placement of solid waste for collection
  2. All occupiers/owners of shops/commercial buildings shall at vantage points 40-60 liters refuse bins in front of the shop to collect refuse.
  3. An owner or occupier of a commercial or industrial premises must provide an enclosed space for keeping of waste storage container prior to collection.

 

  1. Ownership of solid waste
  2. Solid waste thus made available for the collection shall remain at all times the property of the Assembly.

 

  1. Private collectors

All occupiers/owners of premises within a solid waste collection service area may, notwithstanding the other provisions of the By-Laws, engage a licensed collector to collect solid waste from the premises, subject to approval of the Assembly.

 

  1. Waste to be disposed of at designated sites
  2. No person shall place or deposit any solid waste at any site, or cause or knowingly allow solid waste to be placed or deposited at any site, or use any vehicle, plant or equipment for the purpose of placing and depositing solid waste unless the site at which the waste is placed or deposited is so designated by the assembly for the purpose of solid waste treatment and/ or disposal and the person is licensed by the assembly to place the waste at such designated treatment and/ or disposal site.

 

  1. Greening of premises
  2. All occupiers/owners of premises or any citizen within the jurisdiction of this Assembly shall take it upon themselves to plant ornamental/fruit trees/greening to improve the aesthetic beauty of their surroundings.

 

  1. Cleaning
  2. A person who undertake any commercial or industrial business shall ensure that the premises and the frontage of that business is clean and kept neat at all times.
  3. Where a commercial or industrial operator fails to comply with the immediate preceding paragraph, the Assembly shall notify the person in charge of the business of the non-compliance and require him/her to clean the premises within three days.
  4. Where the operator fails to comply the specified period, the Assembly shall undertake the cleaning and surcharge the owner of business with the cost of the cleaning

 

 

  1. Residential Buildings
  2. An owner or occupier of the residential building shall be responsible and ensure that the frontage of the building includes drains up to the middle of the road is always clean.

 

  1. Commercial and Industrial Buildings
  2. An Owner or Occupier of a residential building shall be responsible and ensure that the frontage of the building including drains up to the middle of the road is always clean
  3. An owner or occupier of a commercial or industrial building shall ensure that the frontage of the building is greened, concreted, cemented or solidly paved or tiled to the satisfaction of the district engineer.
  4. Where the owner or occupier of a commercial building fails to comply with the above paragraph, the district engineer or town planning officer or an agent approved by the Assembly shall undertake the work required and surcharge the owner or occupier of the commercial or industrial building with the cost of works.

 

  1. Private Office Buildings
  2. An owner or occupier of public/private office building shall be responsible and ensure that the frontage of the building and drains up to the middle of the road is always clean.
  3. An owner or occupier of the private/ public office building shall ensure that the frontage of the building is greened, concreted, cemented or solidly paved or tiled to the satisfaction of the district engineer.

 

  1. Liaison with Assembly, Contractors and Agents of the Assembly
  2. An occupier or owner of a commercial/ industrial and public/private office building shall designate an individual to be responsible for waste management and liaise with the Assembly or contractor or agent of the Assembly.
